Research and Improvement of Health Care Systems (HCS) Based On Fuzzy Evaluation

The issue concerning evaluation of health care systems (HCS) has become increasingly important. The goal of the evaluation is to choose one or more metric(s) to judge the HCS accurately and fairly. In this paper, we list 19 indicators after a thorough consideration on the data and literature provided by WHO. The most important indicator is selected by using an Interpretation Structural Model to make comparisons. And then, we eliminate six indicators with a deeper analysis of the statistics and reclassify them by Modulus Clustering method. An improvement of Fuzzy Synthetic Evaluation Model is proposed to simplify the problem. This method is very versatile and can provide a comprehensive evaluation quantitatively, and can also make comparison between different countries.
