Urban Poverty Alleviation: Experiences of Community Development Initiatives in Karnataka

Abstract

The initiatives of community development approach in poverty alleviation programmes are contributing significantly in improving the quality of life of the urban poor. In India, the community initiative was started in selected slums of urban local bodies during the seventh plan period by creating community structures viz. Neighbourhood Groups (NHGs) and Neighbourhood Committees (NHCs) as informal organisations. Community Development Society (CDS), a formal institution was established at the city level to plan, co-ordinate and implement the poverty alleviation programmes subsequently. The CDS initiated many tangible action plans on a participatory approach and implemented these plans for improving their quality of life and livelihood support as well. The support and collaborative efforts that they received from the NGOs have also helped them in empowering the urban poor and also for launching community based activities. Karnataka State initiated the Community development processes (NHCs and NHGs established) during the year 1985-86 and Community Development Societies were established in the year 1998. The CDSs have been very actively involved in the community development activities and they contributed in social and economic development, empowering the urban poor, improving basic amenities, promoting micro-credit and participating in municipal service delivery and governance. The paper presents the Karnataka State’s experiences in promoting community development initiatives, its processes with illustrations of best practices, SWOT analysis, issues and suggestions for improvement in the quality of life and sustenance of the community development initiatives.
